中国潜水打捞行业协会（China Diving & Salvage Contractors Association）于2008年6月2日由中华人民共和国民政部批准正式成立，属国家一级协会，业务主管部门为中华人民共和国交通运输部，是全国从事潜水、打捞、救助、水下施工、海洋工程服务等具有从业资质的企事业单位及相关医学保障、装备装具制造、科研、教学培训等机构自愿组成的非营利性的社团组织。中国潜水打捞行业协会的成立标志着我国潜水打捞、海洋工程服务以及水下施工队伍的管理和建设进入了更加规范，更加符合国际通用规则，更加适应市场化运作的新阶段。
　　中国潜水打捞行业协会办公场所设在北京，接受交通运输部救助打捞局及相关部门的政策指导。协会常设办事机构以秘书处的形式设立，秘书处实行理事长或常务副理事长领导下的秘书长负责制，协会设置专职的常务副理事长负责协会日常管理工作。秘书处下设：综合部、业务部、信息部3个职能部门。
　　协会的办会宗旨是：遵守国家宪法、法律、法规和政策，遵守行业道德，规范行业行为，维护行业合法权益，组织和协调行业内事务，提升对本行业整体管理水平和服务能力，发挥政府与企事业之间以及政府与社会之间的桥梁和纽带作用，承担应尽的社会责任和义务，履行自律管理职能。
　　截止到2011年11月，协会共有正式会员单位181家，主要由国家专业救助局和飞行队、专业打捞局、海军防救部门、海洋石油开发和服务企业、科研院所、合资、民营企业等构成。预计未来几年本会会员将发展到300余家。
　　根据协会以服务为宗旨的五项主要职责，提出了“立足服务，自律管理，创新务实，促进发展”的总体工作思路。具体举措为： 实现“两个强化”，即强化服务意识，强化服务能力与水平，将服务理念贯穿于行业自律管理之中；实行“两个转变”，即转变思想观念，转变工作作风。提高工作效率，主动作为；加强“两个团队建设”，即加强常设办事机构建设和专家委员会建设，充分发挥办事机构和专家的作用；做到“五个适应”，即适应履行行业与政府纽带的职能；适应行业自律性管理的职能；适应履行维护会员合法权益和法律援助的职能；适应咨询服务的职能；适应业务主管部门职能转移的工作任务和委托事宜。
　　未来，在交通运输部、民政部及有关部门的领导、监督管理和广大会员的大力支持下，中国潜水打捞行业协会将办成一个坚强有力的自律性、服务型的社团组织。

China Diving and Salvage Contractors Association (CDSA), the first-class national association, was formally established in Beijing in June 2nd 2008 approved by The Ministry of Civil Affairs of PRC (MCA). and attached to The Ministry of Traffic and Transportation of PRC (MOT). CDSA is a non-profit organization voluntary composed by those enterprises engaged in diving, salvage, rescue, underwater construction, marine engineering services and qualified institutions of related medical support, research and training, equipment manufacturing, etc. CDSA’ s establishment is the symbol that China's diving and salvage, marine and underwater engineering services turn into a more standardized stage, in which CDSA get more in line with international accepted rules and better adapted to market-oriented operation.
The secretariat of CDSA is located in Beijing and accepts directly policy guidance of The Bureau of Rescue and Salvage of MOT and relevant departments. The secretariat runs following ‘the secretary-general responsible system’ which is under the leadership of the president and executive vice-president. CDSA’ s executive vice-president is full-time responsible for the routine work management. The Secretariat consists of three departments: general-affairs department, business department and information department, which are responsible for the daily work.
CDSA’ s objectives and responsibilities are: abiding by the constitution, laws, regulations and the industry ethics; safeguarding the industry’s legitimate rights and interests; organizing and coordinating within the industry; leveling up the industry overall business management and the service ability; enhancing communication between government and enterprises, the government and the social public; undertaking social responsibilities , obligations; implementing self-discipline function.
By Nov 2011, the number of CDSA members comes up to 181, covering national professional rescue and salvage bureaus and flying corps, navy disaster-reduction department, offshore oil development and service enterprises, scientific research institutes, joint ventures, and private enterprises, etc. In the near future, CDSA will holds members more than 300.
The general thought and key points in CDSA’ s work mainly conclude: service-orientation, self-discipline management, mechanism innovation, and industry’s development promotion. The concrete measures are: strengthening the service consciousness, enhancing the service ability and level; integrating the service concept into the self-discipline management; changing the way of thinking and working to improve work efficiency; strengthening construction of the organization and expert-committee in CDSA’ s office, and giving them full play to the role. Meanwhile, CDSA will play well in getting adapted to performing the functions such as industry and government bond, self-regulating management, members' legal rights protection, the legal aid and consultation service, the transfer and authorized work functions implementation, etc.
In the future, under the leadership and supervision of MCA, MOT and the relevant departments, with the support of broad members, China Diving and Salvage Contractors Association will become more and more powerful and innovative in self-discipline and excellent service.
